Job Description
The International Association for Impact Assessment (IAIA) is seeking expressions of interest from qualified professionals to conduct an evaluation over a two month period (within the timeframe of September-November 2010), with an anticipated level of effort of approximately 30 to 35 days, of activities conducted under the Partnership for Environmental Assessment in Africa (PEAA).

The objective of the partnership is to develop Environmental Assessment (EA) capacity in Africa. The partners are the World Bank; the Swedish EIA Centre in its capacity as Sida’s External Expert Advice for Environmental Assessment; the United States Agency for International Development (USAID) Bureau for Africa, Office of Sustainable Development; the Netherlands Commission for Environmental Assessment on behalf of The Royal Dutch Ministry of Development Cooperation; the Capacity Development and Linkages for Environmental Assessment in Africa (CLEAA) network; and IAIA.

Under the terms of the Memorandum establishing the Partnership, IAIA will coordinate independent reviews of projects funded by the PEAA, of the success of PEAA in meeting its objective. The activities to be evaluated occur in the period November 2007 through October 2010. The work will entail travel to four nodes of CLEAA:

  • the Eastern Africa Association for Impact Assessment (EAAIA) in Nairobi,Kenya;
  • the West African Association for Environmental Assessment (WAAEA) in Benin,Cotonou;
  • the Secretariat for Environmental Assessment in Central Africa (SEACA) in Yaounde, Cameroon;
  • and the Southern African Institute for Environmental Assessment (SAIEA) in Windhoek, Namibia

    to evaluate activities on the ground, prepare a draft report reviewed by IAIA and selected partners, and prepare a final report to be ready by November 2010.

NOTES:
Additional Salary Information: Daily work stipend plus travel and per diem.

Requirements
Candidates must be available between September and November 2010 for approximately 30-35 days. In addition, candidates will need to have working knowledge of French and English in order to read and evaluate the results of activities conducted in both francophone and Anglophone countries, experience in institutional development and capacity development and building, especially for environmental assessment and experience in evaluation.
