EIA/SEA Review and Evaluation, Environmental Management Systems (EMS), Resettlement/Refugee Camps
The Millennium Challenge Corporation, an independent U.S. foreign aid agency, is seeking a Personal Services Contractor (PSC) to serve as an Advisor in the Environmental and Social Performance (ESP) Practice Group. The Advisor shall serve as ESP lead for projects in at least two countries in various stages of development and implementation. The Advisor will also support ESP’s technical leadership role to build and share knowledge and best practices on effective integration of environmental and social performance. The Advisor shall report to the Practice Lead and Senior Director (PLSD) for ESP.

- Minimum of 10 years of experience assessing, designing, developing, and implementing strategies and programs of integrating environmental and social performance into multi-sector programs/projects, including in infrastructure and agriculture. - Minimum of 10 years of experience conducting environmental and social analysis in research, project planning and design, and/or implementation oversight in multi-sectoral programs. - Proven experience evaluating development projects against the International Finance Corporation’s (IFC) Performance Standards on Environmental and Social Sustainability, including IFC Performance Standard on Land Acquisition and Involuntary Resettlement. - Advanced professional proficiency in English and French. - U.S. citizenship or legal, permanent resident with at least 2 years of residency history, preferably 3 years. - Must be able to obtain and maintain a US federal security clearance. - International travel will be required. - Advanced postgraduate degree (Masters or PhD) in environmental management, social science, such as economics, sociology, anthropology, or a related discipline.
